Windows often blocks auxiliary executable files like settings.exe if it deems them a security risk.

If you use a multi-monitor setup or recently disconnected a screen, the settings window might be opening "off-screen." Launch settings.exe.

If the settings.exe file itself is corrupted, Steam can detect and replace it. Open your Steam Library. Right-click on eFootball PES 2021. Select Properties and then the Local Files tab. Click Verify integrity of game files.

Add the entire PES 2021 folder to your antivirus "Exclusions" or "Exceptions" list.
